Romania: UIT – RO e-Transport System

Since 1 July 2024, all international transports to and from Romania have to be declared to the tax authorities in the RO e-system. In this way, the Romanian tax authority monitors the cross-border movement of goods with the aim of reducing tax evasion.

For transports reported in the RO e-Transport system, a UIT code is generated by the system, which is used to uniquely identify the goods and must be listed on the transport documents. For exports to Romania, the taxable consignee / importer is responsible for registering in the system. This requires, among other things, information on transport, goods and trading partners. It is therefore advisable to discuss this with the recipient at an early stage. Applications for the UIT code must be made a maximum of three days before transport. It shall be valid for five days in the case of supplies from or to a third country and for 15 days in the case of intra-community supplies. Shipments with a total gross mass of up to 500 kilograms or a merchandise value of max. 10,000 lei (approx. EUR 2,000) are exempt from the registration requirement.
