De minimis rule for shipments under USD 800

Nov 4, 2025

The duty-free de minimis rule for shipments under USD 800 will remain in place until August 28, 2025 (does not apply to China). In addition, under certain conditions, a drawback can also be claimed for the additional duties.

From August 29, 2025, imported goods from all countries that are not sent via the international postal system, have a value of USD 800 or less and would previously have been covered by the de minimis exemption, will be subject to all applicable duties.

For goods sent through the international postal system, customs duties shall instead be applied using one of the following methods:

  • Ad valorem duty: A rate of duty corresponding to the effective tariff under the International Emergency Economic Powers Act (IEEPA) applied to the product’s country of origin. This duty is calculated based on the value of each individual parcel.
  • Specific duty: A duty of USD 80 to USD 200 per item, depending on the effective IEEPA duty rate for the product’s country of origin. This method is available for six months (from August 29, 2025), after which all shipments must be cleared using the ad valorem method.

Exceptions remain in place – meaning that American travelers will continue to be able to bring personal items up to USD 200 duty-free, and individuals will continue to be able to receive gifts up to USD 100 or less duty-free.

The duty-free de minimis rule for shipments of goods originating from China was already lifted on May 2, 2025.
